Under the relevant legislations and subsidiary regulations of the Laws of Hong Kong, cargo manifest information and related documents for all cargoes imported into or exported out of Hong Kong using air, rail, ocean and river mode of transport have to be submitted electronically to the Customs & Excise Department, the Trade and Industry Department and the Census and Statistics Department.
Tradelink's electronic cargo manifest service (EMAN) enables air, ocean, river and rail carriers to submit cargo manifest information and related documents electronically to the concerned Government departments in compliance with the relevant regulations.

Using the electronic cargo manifest service, users can receive detention notices and release vouchers issued by C&ED, submit import and export statements, and reply to queries raised by the Government. The service also allows submissions of Cargo manifest for Customs Clearance Purpose (Statement 1) and Post-Arrival/Departure Cargo Manifest (Statement 2).
